According to rumours relayed on local media, vindictive and incompetent administration workers are harassing the CNPS (welfare) pensioners…

The Managing Director (MD) of the Caisse nationale de prévoyance sociale (CNPS – Public Social Welfare Fund), Alain Noël Olivier Mekulu Mvondo Akam, is revolted by some media spreading rumours according to which, the management of CNPS, which is characterised by “administrative hassles”, “mistakes” in pension payment calculations thereby threatening the disbursements, because they are subjected to the humours of an inefficient personnel, all this topped off by a “poisonous atmosphere…”

Mr. Mekulu Mvondo reminds that the CNPS, as at 30 June 2016, has registered 36,071 active employers, 1,109,152 contributing employees, 111,812 self-employed contributors and 98,369 pensioners. With regards to the payment of social dues, he specified, the processing times have been considerably reduced.

Thus, as at 30 June 2016, 80.7% of cases have been treated in less than 15 days. The MD announced that he will further push performances by processing the current files in a few hours thanks to the implementation of a “Total Bureau”; an integrated unit in charge of welcoming, informing and processing cases in real time.

“With the start since June 2016, of the immediate payment of new social dues, the processing time for complete files has been brought back down to less than an hour”, he declared. Moreover, as highlighted by Mr Mekulu, since 2009, pensioners holding a bank accounting receive their pension on a monthly basis and not on a quarterly basis. The banking services penetration rate for pensioners moved from 0.27% as at 1 January 2008 to 98% as at 31 December 2015 including 12% through electronic wallets.
