From the uniform, it can be deduced that the young man is being trained for the third rank in Cameroon’s police. His epaulet is the one conferred by the Grande muette to cadet officers.  

Obviously, he would not be 30 since according to the training requirement, aspiring cadet officers should be between 18 and 27 years old.

Some of those students frequently go to bars for a drink or two after a particularly intensive training.

Such is surely the case of this young man in the picture. He can be seen head down with an Orijin bottle (or Harp maybe). Anyway, he should learn how to drink and keep his head because the enemy is always ready for battle.
