No, governor Mahamat Tolli has no social media account

On Social media, numerous fake accounts are impersonating Abbas Mahamat Tolli, Governor of the Bank of the Central African States (BEAC).

On Facebook, for instance, there is a profile "Abbas Mahamat Toli Mahamat" (https://www.facebook.com/abbasmahamattoli.mahamat/friends) that added at least  15 "friends" since November 2020. Another called "Abbas Toli Mahamat" (https://www.facebook.com/abbas.tolimahamat) was created in 2017.  

Also, on LinkedIn, the account " Abbas Mahamat Tolli" (https://www.linkedin.com/in/abbas-mahamat-toli-36b367172/) has 1501 subscribers and another (https://www.linkedin.com/in/abbas-mahamat-tolli-04467979/) has over 500 subscribers but all of them are fake accounts.

Indeed, questioned about the proliferation of all those social media accounts, Philippe Azeufack Kemtio (communication manager for the BEAC) published a statement on January 25, 2021:  "the Bank of Central African States states that Mr. Abbas Mahamat Tolli has no accounts on social media (Facebook, Twitter, Baddoo, Google +, Instagram ...). The Beac therefore formally denies the information or solicitations published on those accounts that impersonate the governor of the Beac." 

According to Azeufack, the accounts were created by ill-intentioned individuals who are currently contacting individuals or companies in a bid to scam them. The Central Bank now reserves the right to take all measures, including legal action, against the perpetrators of these acts. Indeed, these fraudulent acts tarnish the governor’s reputation.
