The inauguration ceremony, scheduled for today according to Chamber sources, marks the filling of a position that has remained vacant since February 12, 2022.
The vacancy arose when PAN Cavayé Yéguié Djibril terminated the services of the then Secretary General, former deputy Gaston Komba. This decision stemmed from a contentious dispute over an insurance contract for National Assembly staff. Subsequently, the role has been temporarily held by the first deputy secretary general, Abdoulaye Daouda.
André Noel Essian assumes the leadership of the National Assembly's administration during a period marked by various scandals. In addition to reported interference by the PAN's influential chief of staff in administrative matters, the National Assembly grapples with opaque financial management. Sources suggest that the institution faces a budget deficit of around twenty billion CFA Francs, accumulated over several years.
A figure with prior experience as the mayor of the Sangmélima commune in the South region, André Noel Essian is an entrepreneur with close affiliations to the ruling CPDM party. He also served as the Chairman of the Board of Directors of the Colombe du Dja soccer club.
In his new role, Essian is tasked with restoring the image of the National Assembly. He faces the challenge of navigating the delicate equilibrium between the powerful cabinet of the PAN, potential interference from Cavayé Yéguié Djibril's family, and pressures from Members of Parliament.
